We buy PVC cable scrap and soft PVC scrap, sort it from the very first step, and turn it into Soft PVC Recycled Granule — black and colour grades that generate 16× less CO2 than virgin PVC.
Company introduction
What we buy. What we make.
D.C.L. Plastic Co., Ltd. is a Thai manufacturer of soft PVC recycled granule (recycled PVC pellets), made from post-consumer PVC cable waste at a 9,000 m² plant in Lumlukka, Pathum Thani, with a capacity of 5,000 tons per year. D.C.L. Plastic sits in the middle of the PVC loop — taking scrap that would otherwise go to landfill and returning it to industry as ready-to-use raw material.
PVC cable scrap & soft PVC scrap
We purchase PVC cable scrap and soft PVC scrap as raw material for our production. Suppliers of cable waste are welcome to contact us.

Sustainability
Generates 16× less CO2
compared to virgin PVC.
Our carbon footprint is certified by the Thailand Greenhouse Gas Management Organization (TGO). Every kilogram of D.C.L. pellet used in place of virgin PVC avoids about 2.9 kg of CO2e.

Recycled PVC pellets support the circular economy.
Driven by the SDGs.
Clean energy
Solar rooftop — powering recycling with renewable energy.
Our factory roof carries a solar PV installation that feeds the production lines. Pairing on-site renewable generation with PVC recycling closes two loops at once — material and energy.
Rooftop panels generate clean electricity for our extrusion lines, reducing grid demand during every production shift.
Recycled PVC already cuts CO2 by 16×. Renewable power in the process extends that saving further.

FAQ
Recycled PVC pellets — frequently asked questions.
What does D.C.L. Plastic produce?
D.C.L. Plastic Co., Ltd. manufactures soft PVC recycled granule (recycled PVC pellets) in Thailand. We supply three grades: black rough-surface grade, black smooth-surface grade, and colour grades in green, blue, red, brown, yellow, white and grey.
What raw material are your recycled PVC pellets made from?
Our pellets are made from post-consumer Thai PVC cable waste and soft PVC scrap. Copper, PE and other waste are removed at the first sort, before the PVC is crushed, melted in an extruder and formed into uniform pellets.
What is your production capacity?
Our 9,000 m² plant in Lumlukka, Pathum Thani runs 6 production lines with 50 staff, producing about 400 tons per month (5,000 tons per year).
What are the technical properties of your recycled PVC?
Typical values: specific gravity ~1.55 (ASTM D792), hardness 90–95 Shore A (ASTM D2240), tensile strength 15–16 N/mm² and elongation at break 210–253% (ASTM D638). Results were tested by the Rubber Technology Research Centre (RTEC), Mahidol University, in November 2024.
What is the carbon footprint of D.C.L. recycled PVC pellets?
1 kg of D.C.L. recycled PVC pellet generates 184 gCO2e, certified by TGO (Cer. TGO CFP FY26-787-7620). Virgin PVC from suspension and emulsion generates 3,065.8 gCO2e per kg, so our pellet generates about 16× less CO2.
Which products can use recycled PVC pellets?
Our granule is used in wire and cable jacketing and insulation, shoe soles, linoleum and PVC flooring, garden hose, and automotive parts such as trims, grommets and seals.
How are the pellets packed and shipped for export?
Pellets are packed in 25 kg bags, with 1,000 kg jumbo bags on request. We quote FOB Bangkok or Laem Chabang, with CIF available on request. HS Code 3904. A TDS and COA are supplied with every shipment.
Where is D.C.L. Plastic located?
7/4 Moo 12, Bueangthonglang, Lumlukka, Pathum Thani 12150, Thailand — about 40 minutes from Suvarnabhumi Airport, 55 minutes from Bangkok Port and 1 hour 45 minutes from Laem Chabang Port.
